Mahallah as-Siddiq: At a Glance

 

The establishment of IIUM as-Siddiq College -- or, officially, Mahallah as-Siddiq, International Islamic University Malaysia -- in 1997 marks the formal start of its history. That also marks the start of its roles: not only to provide accommodations and domestic facilities and services to IIUM students, but also to take care of their individual and collective needs and rights, as well as to institutionalise social, political and economic development in IIUM students living together there as ‘the people’ through activities and policies.

 

This blueish College is situated at the heart of male colleges of IIUM Gombak Campus, exactly surrounded by Mahallah al-Faruq, Mahallah Bilal and Mahallah Ali, and has 7 residential blocks and 1 central block. The College can cater up to 940 residents at one time, but has catered approximately 900 residents since its establishment.

 

Organisational Structure

 

The College, in early years, was headed by a Hostel Manager and assisted by an Assistant Hostel Manager (AHM) and a small group of Mahallah Office staff members. On that time, their duties cover management and budget, as well as local and auxiliary services for residents.

 

In 2000, the University made reforms on the management of residential colleges. Since then, each Mahallah is headed by the Principal, a Director-level officer appointed by the Rector on the advice of Deputy Rector (Student Affairs) (DRSA), and assisted by two different groups: a group of Fellows, Resident Officers, Mahallah Representative Committee (MRC) and Block Representative Committees (BRCs), as well as a group of AHM and Mahallah Office staff members.

 

Before 2015, all affairs of Mahallat under the care of the DRSA, whose duties are delegated to Student Affairs and Development Division (STADD); and so all officials and members of MRC and BRCs. After 2015, Mahallah administrative and technical affairs were transferred to the newly-created Residential and Services Department (RSD), a subordinate of Finance Division. Consequently, STADD takes care of only resident development, discipline and conduct, and welfare. Since then, STADD shared the care of Mahallah affairs with RSD.

 

Heads of Mahallah and Their Teams

 

Since 2000, Mahallah as-Siddiq has received four Principals, the latest being Associate Professor Dr. Hanafi bin Hj. Dollah, who served the office since July 2015; and the longest-serving one being Dr. Muhamad Fuzi bin Omar, who served the office of Principal from 2007 to 2015. Both are from Kulliyyah of Islamic Revealed Knowledge and Human Sciences. They were assisted by numerous Mahallah officials and resident leaders.

 

Since the same year, Mahallah as-Siddiq has been co-driven by 17 MRCs; 3 of them were under the presidency of Br. Awang Abdul Muizz bin Awang Marusin (President Muizz). Most of MRCs have been comprising of 12 members appointed by the Principal (and, since 2015, by DRSA).

 

Muizz Administration

 

President Muizz started his presidency unofficially at the morning of 2 February 2017. That was the last day of presidency of Br. Muhammad Arif bin Abdullah (President Arif). The night of the same day marked the end of MRC 2014 led by President Arif and the start of MRC 2015 -- and, hence, the first day of Muizz Administration.

 

Muizz Administration does not cover only MRC 2015, but also 2 following MRCs established respectively on 9 December 2015 (as MRC 2016) and 1 October 2016 (as MRC 2016/2017). In the other words, Muizz Administration, under the principality of two different Principals, had 32 members (5 of them were Vice Presidents, and 3 of them were presidential secretaries) and a number of servants among Nuqaba’ of Usrah, Assembly Members and programme committee members. 


Muizz Administration was supposed to end on 30 September 2017, but ended on 1 February 2017, upon advice and consent of the University, following intra-term exit of President Muizz from the presidency of the College. It is succeeded by Bukhari Administration on the following day; all but one of them being from the third (and the last) Muizz Administration.

Awang Abdul Muizz has ended his service as the President of IIUM as-Siddiq College on 1 February 2017.
